"Buying" Facebook Fans??

I have been trying to get a fan page for my company up now and get some fans to it. My research keeps revealing companies which are "selling" fans to people interested. Now iam not sure how they can promise you 2,000 or even 50,000 fans when you just might have an extremely specific niche which not many people might be interested in.

So they are offering fans so that you can market your products to them?  Is that what you are doing?
